FARGO — Police are notifying the public of registered sex offender Charles Matthew Carrington's new address at 825 14th St. N., Apt. 2. Carrington, 55, is 5-foot-7, 200 pounds, and has black eyes and gray hair. He was convicted of sexual abuse of a minor in U.S. Federal Court in North Dakota in 2006, the Fargo Police Department said in a release. He sexually abused a 12-year-old girl multiple times over a two-year period. He was determined as having a high risk to reoffend by the North Dakota Sex Offender Risk Assessment Committee and is a lifetime registrant.
